PDF -> PDF/A flattening problem

Hi,

I'm trying to convert a PDF to PDF/A, but get the following exception:

Caused by: com.adobe.livecycle.output.exception.OutputException: Input Document is a already flat PDF Document

No matter which PDF file I use as input it always fails.

Any explanations for this behavior?
